Open Archive Institutional Policy

OBJECTIVE

The aim is to compile, back up, store, especially make accessible, and establish an academic archive system in accordance with international open access standards for scientific works produced by the academic and administrative staff and students of Istanbul Aydın University (articles, books/book chapters, theses, projects, reports, conference papers/presentations, technical documents, data sets, posters, video recordings, etc.). This aims to share scientific knowledge with a broad audience.

In this regard;

a) To ensure broader, free, easy, and quick access to the knowledge produced at our university.

b) To compile and transfer academic works produced at an institutional level in accordance with open access standards for storage and future generations.

c) To ensure the wider usage of scientific works produced at the university and increase the number of citations.

d) To increase the impact factor of publications by ensuring easy access to publications in the open archive system at the university.

e) To ensure the awareness of scientific works produced at the university on an international level and increase the recognition and prestige of the university.

f) To facilitate the foundation of future research on the results of current research and prevent repetition of research; is targeted.

LEGAL BASIS

This policy text is prepared based on Articles 4/c, 12/c, and 42/d of the Higher Education Law No. 2547.

SCOPE

The Istanbul Aydın University Open Access System covers all academic works conducted by the members of our university, either directly or indirectly supported by Istanbul Aydın University.

The content of the Istanbul Aydın University Open Access System consists of the following materials:

• Articles published in scientific journals

• Articles in the publication process

• Master's and PhD theses

• Conference papers

• Seminar texts

• Technical notes

• Project works

• Books

• Chapters within books

• Award-winning works

• Patent documents

• Open course materials

 

DEFINITIONS

The following terms used in this policy text;

1) Open Access: Allows researchers to access the full texts of scientific publications free of charge through the internet, without financial, legal, or technical barriers.

2) Academic Archive: The process of centralizing and making publications stored in institutional academic archives available for open access.

3) Embargo: Keeping research results closed to access for a certain period (6-12 months).

4) Archiving: The process of storing academic works produced by Istanbul Aydın University members in the Istanbul Aydın University Institutional Academic Archive system.

5) Istanbul Aydın University Member: Academics, staff, and graduate and doctoral students of Istanbul Aydın University.

6) Advisory Board: The Istanbul Aydın University Institutional Academic Archive Advisory Board, consisting of academic unit representatives, the Head of the Library and Documentation Department, and the Head of the Information Technology Department, chaired by the Rector or the appointed Vice-Rector.

7) Urgent Archiving: The process of archiving peer-reviewed academic works in the Istanbul Aydın University Institutional Academic Archive System and making them accessible.

8) Institutional Academic Archive: Systems where academic works produced at higher education institutions are archived and made available for open access.

 

PRINCIPLES

 

1) Members of Istanbul Aydın University are responsible for transferring their article (approved for publication in an academic journal after peer review) to the Institutional Archive, provided it does not violate the terms of agreements made with publishers.

2) Every member of Istanbul Aydın University agrees to approve the storage of the final versions of all academic works they have contributed to in the Istanbul Aydın University Open Access System, unless they are restricted or completely blocked due to embargo or similar conditions.

3) Graduate and doctoral students of Istanbul Aydın University are responsible for transferring their theses to the Institutional Academic Archive within one month after completing them. However, works for which a patent application is intended will be archived at the same time as the patent publication after the application has been filed.

4) The decision to make the material in the Institutional Archive available in full text for open access, or to make it available only within the institution or after a certain period, will be determined by the authors.

5) When the metadata of copyrighted research works is available, it will be archived as soon as possible, and this metadata will be open access from the time of archiving.

6) Istanbul Aydın University Library and Documentation Department will work in coordination with university members to ensure that publications are compiled and stored in the Istanbul Aydın University Institutional Academic Archive System in accordance with standards.

7) Istanbul Aydın University Information Technology Department will coordinate the setup, updating, backup, long-term preservation, and access processes of the Institutional Academic Archive System, and ensure data transfer in compliance with open access standards to the Higher Education Open Archive System.

8) Members of Istanbul Aydın University may store their academic works, which they have carried out in collaboration with multiple institutions and authors, in the Istanbul Aydın University Institutional Academic Archive System.

9) In multi-author works produced by several Istanbul Aydın University members, the responsibility for archiving the source lies with the first author.

10) Scientific works considered in academic evaluations for appointments, promotions, and other internal assessments will be archived in the Institutional Academic Archive System.

 

LICENSING

In accordance with legal conditions, every member of Istanbul Aydın University approves to store their works in the Istanbul Aydın University Institutional Academic Archive System with a non-exclusive, irrevocable, and worldwide valid license agreement that does not violate the terms of agreements made with publishers.

 

IMPLEMENTATION

 

1) This policy will be followed by the Rector or an appointed Vice-Rector.

2) The implementation of this policy is the responsibility of the Istanbul Aydın University Rectorate. The Rector will take executive responsibility in resolving any disputes and making necessary changes.

3) The Istanbul Aydın University Rectorate will lead the establishment of the Institutional Academic Archive Advisory Board and take on the executive role of this board.

4) The Advisory Board will be chaired by the Rector or the appointed Vice-Rector and consist of academic unit representatives, the Head of the Information Technology Department, and the Head of the Library and Documentation Department.

5) The Advisory Board is responsible for evaluating the Open Access and Institutional Academic Archive Policy every year during the first three years after it becomes effective and once every three years after that. The Board is also responsible for revising or changing the policy when necessary.

6) Suggestions and opinions will be submitted to the Istanbul Aydın University Rectorate.
